State considers increasing fines for feeding moose, other game; cites danger of human encounters

Wildlife officials want moose to stop eating pizza. And the lo mein, steak and Thanksgiving turkeys. If they don't, Anchorage residents, at least the sloppy ones, can expect to get the bill.

The moose of the city are increasingly rummaging through trash across the Bowl to find meals. And prime Dumpster-diving season is here, according to the Alaska Department of Fish and Game. To help stop this, the agency is seeking an increased fine for residents whose improperly stored trash attracts animals.

"Moose aren't naturally inclined to eat out of garbage cans, but if they're around people enough, they'll learn to get into them," Anchorage-area wildlife biologist Rick Sinnott said. "It's just kind of become a generational learning thing now."

Years ago, Anchorage had few, if any, garbage-eating moose, Sinnott said. As recently as eight years ago, there were just a handful, mostly in Midtown. But as some moose started eating the trash, they began teaching their calves to do the same, and the problem has been growing exponentially, he said.

Now there are a few moose in most areas of town doing it, he said. Some are even loitering near mobile home parks for the easy pickings in between their natural fare at this time of year -- twigs, Sinnott said. Moose adding meat to their diet is not as odd as it might sound, he said: They can be opportunistic, and have been known to eat mice or voles when they can catch them.

FATAL ATTRACTION

Anchorage's moose population fluctuates between as many as 1,000 in the winter to as few as 200 in the summer, and most of the garbage munching takes place in the late winter to early spring, when natural food sources are scarce.

The problem is twofold. While munching on tossed out foodstuffs, moose also eat plastic bags and paper, which can get lodged in their four-chambered stomachs and kill them -- they're even more vulnerable to digestive blockages than bears, Sinnott said.

"Most times we don't do necropsies to find out what killed them, but I know of at least one case," he said. "I've seen them with about two feet of plastic bag hanging out of their mouth."

Plastic has proven deadly to Anchorage wildlife before. The third incarnation of Star the reindeer died in January 1986 after ingesting plastic bags and wrappers that had been thrown into the 8-month-old animal's downtown pen shortly after she arrived in town.

The other problem is moose can become defensive over the garbage, and people who wander too close could be at risk. In a few cases, rummaging moose have charged people who approach them, he said.

It is against the law to feed a moose -- as it is with bears -- either intentionally or through negligence such as leaving out bird seed, pet food or an open trash can. But a relatively low fine for offenders wasn't sending a strong enough message, according to Fish and Game.

"The $100 fine was not a significant deterrent," said Al Cain, statewide enforcement specialist. "It is becoming an increasing problem because the bears and moose become habituated and potentially have to be destroyed."

Last year, Fish and Game and the Department of Public Safety asked the Alaska Supreme Court -- which sets the fines -- to increase the penalty for feeding moose, bears, and other game to $300 from $100, Cain said. If approved, the higher penalty could go into effect as soon as this month, he said.

KNOW THE LAW

While moose should be kept out of the garbage, the real issue is that there are too many moose in the Anchorage Bowl for the amount of habitat available, said Gary Olson, chairman of the Alaska Moose Federation, a private group that has pushed for stronger management of the animals in the city.

"Fundamentally, what is drawing the moose to the garbage cans? It's because there are so many of them," Olson said. "Just putting a lid on a trash can is not the way to deal with these moose in town."

Reducing the number of moose in the city is the only way to solve the problem, he said. That might come in the form of allowing hunts or possibly relocating some of the animals, Olson argues.

In Anchorage, city law requires trash be put on the curb only on the day of pickup, and it must be in a covered can or sturdy garbage bag, said Richard Fern, lead enforcement officer for Anchorage's development services department. Fines for violators start at $100. Fern says his department issues about 100 citations each year.

State officials have several pending citations for violations, said Jessy Coltrane, the assistant Anchorage-area biologist.

"Sometimes people call and tell us a moose is eating at their trash because they don't realize they're being negligent," Coltrane said. "It's a major problem, and it's really easy to keep a moose out of your trash. They don't have opposable thumbs. It's not rocket science."

Residents who have bear-proof garbage containers aren't vulnerable to the animal raids -- or the state fines -- but moose can easily get into a normal garbage can or Dumpster even if it has a lid on it, Sinnott said. Moose quickly learn to knock the cans over and kick their lids off to get at the food.

"They've got a phenomenal sense of smell, but they're not as good or persistent as bears are at it," Sinnott said.

The solution can be as simple as using a bungee cord to secure the lid when trash is being stored, he said. On garbage day, residents can take the cords off to allow garbage collection to go unfettered.

"We're not going to cite people if the bear or moose gets into garbage on the curb on the day of pickup," Sinnott said. "We basically give people a free pass on the day of pickup as long as it's on the curb."

By the numbers

700-1,000

moose reside in Anchorage during winter

200-300

are here in summer

If moose are state property...

should the State and its employee Sinnott be cited for failing to control them and prevent them trespassing onto private property? If you fail to control and confine a dangerous animal and it trespasses on somebody else's property, you get cited. Waitaminnit, if human bums eat your garbage, who fines you for that?

Moose in the Metropolis

You'd be doing yourself, your neighbors, the city and the moose a favor by calling fish & feathers dept and insisting they get a darting/relocating program to get these beast out of the municipality. They're a major hazard, mainly to themselves.

Moose in Anchorage are the meanest I've seen in the 36 years I've been in Alaska. I've had moose adopt me in the wilderness, really! But the ones here in town charge at me and my dog..(on his leash) on our bike and on foot. THAT's Ridiculous!

They get hit by cars darting out in traffic.

Anchorage is too congested to support moose properly get them out of here! These "mean-azz city moose" are not pets. You'll put down an aggressive dog running amok, but the stomping maniacal moose you protect. Anchorage you're on the wrong prescription.

Moose eating out of Trash Cans.

Why does it seem that everytime Mr. Sinnott gets moved to a new position instead of getting fired there is some new animal eating peoples trash? Because someone gets a single picture of a moose eating something out of a trashcan there is an epidemic. I think more than likely Mr. sinnott just likes seeing his name in the paper. I have a local moose that lives in my area every winter and I have never seen him eating out of the trash. But maybe we should just take out all of the dumpster diving crows that make a huge mess instead if worring about the moose.

moose situation

Anchorage is not the Anchorage of old could that be
one part of the moose situation. Anchorage has a population today in number figures it did not used to
have plus Anchorage is more like in many ways a typical
urban city unlike the Anchorage before. It is not then
one of the much smaller Alaska towns that most are.
The urban city is not a good or natural habitat for any
wild animal unless in a well done zoo situation. That
would just seem to be a given.
Could another reason be instead of letting the moose,
the wolf etc. be and do as nature intended for them
the natural balance of nature itself and not do the
perhaps? over done when it is this way..of people
ariel shooting etc. also not to put
the financial interests as a first of attracting people
to come to hunt say a moose or a trophy type hunt
period of course this way brings a great deal of money
into Alaska and for guides etc..lodges and all that
goes with it. It has to be very tempting for any
state with natural resources to put the financial
gains and
also for people making a living as a guide or
whatever but just maybe by the number of and no
real restrictions except bring enough money to do this
this gives an urban setting as Anchorage is ..the
moose, bear and at times wolf problems plus all that
then as to other problems concerning this.

OH MY GOD !

After eating all the unhealthy human food, the Moose will have congested arterys, heart attacts and stroke and look like the size of Killer Whales. As former vegaterians they had a world of health on their platter. but now I'll probably have to pay a big doctors bill for the Moose if PETA gets in on the act.

Urban moose habitat disappearing fast

The days of Anchorage supporting all these moose is coming to an end. Everyday I see a new development underway, more moose food being eliminated. Perhaps the solution is to bring some bears in to eat the moose. Then when the bears get into the trash we can blast em to eternity. You might notice there's neither bears nor moose walking around in the villages. Those rural folks know how to "manage" wildlife.

Let the bils begin

I would like to know who it is that does the moose number census in the winter/summer? Especially since none of the moose are collard, tagged or implanted? Nore do I ever see wildlife rangers or anyother person of such out doing any kind of field study. I can say this because I study and can personally identify well over 20 moose in the anchrage area I photography all the time. Just from scars or other features. I know their habits and ranges.

While I understand and totally agree that once again its human igorance that put the moose in these dangers, along with their kids, dogs or anyone who might surprise a mother moose with a calf. We all know if it was a bear, which ut could very well be it would be shot dead, on the spot. So stop talking about doing it, and just do it. Bill the hell of them..Make them clean up teir nasty trailer yards. Im sure it will be said these people probably can't aford fine, while I understand that I also say to bad, clean up then. Theres landfills and dumpsters everwhere. There s no sense in such trash being left like I see here.

What does that have to do with purchasing an extra can?

And what the helll does it have to do with slobs in apartments filling up the dumpsters to over flowing?

I bet you waste more money on cigarettes or booze in one week. So until you learn to budget don't complain about having to pay for your garbage to be disposed of!

April 6, 2008 - 11:43am | l_188

Is it the tenants fault

The landlords are too cheap to provide a minimum of basic services such as adequate parking and large enough dumpsters for the facility?

I bet you waste more money on cigarettes or booze in one week.

Oh btw...I don't smoke.....Still hate the anti-smoking ordinace as an unwarrented government intrusion on property rights.

And german bier is not a waste....it is a treat....can't buy a lot of it though. Quality costs.

As far as budgeting. That is something the city and governments in general need to learn how to do. That is why taxes are high, and fees for facilites such as the dump keep increasing.

Just don't try to bait them in your garage.

There was a story a number of years back that a couple of kids found a moose that wandered into a gargage via the open door.

So thinking they could catch it for their freezer, their hit the garage door opener to close the door....the moose freacked out, and did I forget how many thousand dollars worth of damage to that house before it kicked it's way out.

on a similar note

My brother was working at Crater Lake National Park when a tourist decided it would be cool to have a photo of a bear in his car. He made a trail of food into the vehicle and when the bear got inside he slammed the door. The bear freaked out completely, tearing the car to shreds. When the rangers got there they couldn't stop laughing.

Be careful when you press the reply key, happened to me once or twice.
Boy I did not expect to receive so many responses to my comment, but the advice was great and hilarious at the same time.
I will never bait a bear to my car.
I will never close the garage door if a moose is in it.
I will think about wether or not I really want to eat the meat of a moose if it has been eating the crap that we toss in the garbage.
Thanks for all of the replys had a hard day and this was a tension reliever.
P.S. I hope that moose gets out of town fast!!!
